Đây là lần thứ hai liên tiếp trong vòng chưa đến 10 ngày, Nokia E7 hạ giá. Ra mắt cuối tháng 3 với 15 triệu đồng, đây được xem là một trong những thiết bị có giá cao. Hôm 27/5, cùng với hơn 10 model khác, E7 hạ còn 14,5 triệu đồng.

Nokia E7 giảm tới 3 triệu đồng, khiến khoảng cách giữa thiết bị này với N8 hiện chỉ còn hơn một triệu đồng. Mẫu smartphone chụp ảnh 12 Megapixel của hãng đang bán mức 10,4 triệu, thiết bị này cũng vừa giảm giá cuối tháng trước đúng một triệu đồng.

Nếu như các tín đồ của Hp đã từng có thâm niên tới 10 năm gắn bó với sản phẩm bởi các tính năng ưu việt như là máy chạy không nóng, màn hình khá sáng, mẫu mã lịch sự và đặc biệt là ít hư hỏng vặt ( không kể tì vết cách đây 2 năm là lỗi màn hình hàng loạt ).

Thì ở chiều bên cạnh, người sử dụng laptop Acer mới có khoảng 5 năm để cảm nhận về hãng này, nhưng cũng đã có thể tự hào về những tính năng không giống ai của một con rồng châu Á. Đó là tiên phong về hình thức, đa dạng về cấu hình, kết nối ngoại vi cực siêu và đặc biệt là rẻ đến mức... cực rẻ.

Năm 2009, độc giả cả nước rất chú ý tới sáng kiến "đường bay thẳng HN-TPHCM" do cựu phi công Mai Trọng Tuấn đề xuất, được dư luận xã hội tôn vinh là "đường bay Vàng" và đã được Thủ tướng quan tâm chỉ đạo thực hiện.
Vậy nhưng lãnh đạo Cục HKVN đã tính bài toán hiệu quả kinh tế đường bay rồi kết luận rằng "đường bay thẳng Hà Nội - TP HCM chỉ tiết kiệm được 42 km và 2 phút rưỡi bay nên không kinh tế" và thẳng thừng từ chối sáng kiến này.
Trong khi, khi so sánh hiệu quả kinh tế trên một đường đi vòng với một đường đi thẳng chúng ta sẽ phải đưa về một hệ quy chiếu để so sánh và tìm được giá trị thực của nó bằng một bài toán cao cấp, chứ không thể là một bài toán số học.
Thật đáng buồn khi Việt Nam có gần một trăm giáo sư tiến sỹ ở Học viện HKVN, Cục HKVN, Viện quy hoạch Bộ GTVT nhưng lại không tính nổi bài toán hiệu quả kinh tế đường bay, mà phải đi mua phần mềm tính toán của nước ngoài.
So sánh hiệu quả kinh tế phải tính bằng tỷ lệ % giữa công có ích so với công toàn phần. Công trên đường bay chuyển hướng nhiều lần phải được được tính bằng tích phân đường theo cơ học cổ điển của Newton.
"Hệ quả từ tích vô hướng" là một phương pháp để đưa các đoạn thẳng có phương, có hướng khác nhau quy đổi về một hệ quy chiếu để so sánh. Đường bay Hà Nội - TP HCM theo đường thẳng chỉ là 1140 km, thế nhưng khi phải đi qua Đà Nẵng theo phương vuông góc là 416 km, gọi là công vô ích, làm mất đi 26,2 % chi phí sản xuất.
Như vậy mỗi chuyến bay lãng phí bình quân trên 4000 USD. Đường bay Huế- TP HCM chỉ 630 km, lãng phí theo phương vuông góc 242km mất 27,8%, đường bay Đà Nẵng- TP HCM chỉ 602 km, lãng phí 180 km mất 23,1%. Đường bay Hà Nội- Cần Thơ chỉ 1217 km, lãng phí 474 km mất 28,1% ...
Đó lại là những đường bay có tần suất cao nhất nên đã gây nên sự lãng phí lớn về chi phí sản xuất bao gồm xăng dầu, thời gian thuê máy bay, thuê phi công.
Hãng HK Indo China Alines (ICA) kinh doanh thua lỗ và có nguy cơ phá sản
Toàn bộ 23 tuyến đường bay nội địa tại VN thì đã có 19 đường bay vòng, lãng phí bình quân hơn 25% chi phí sản xuất. Khi mà các ngành kinh tế kinh doanh hay sản xuất lãi ròng chỉ đạt khoảng 8-10% chi phí sản xuất, thì sự lãng phí hơn 25% chi phí sản xuất, đã chuyển đáp số bài toán kinh doanh vận tải hàng không từ "lãi ròng" sang "lỗ ròng" bình quân 25% -10%= 15%.
Nhiều chuyên gia hàng không kỳ cựu đã phải nói: "Hàng không nội địa tại VN chưa bao giờ có lãi!", nhưng họ lại không đi tìm nguyên nhân. Trong 5 hãng Hàng không hoạt động tại VN thì Indochina Alines (ICA) chỉ mới hoạt động trong 1 năm đã lỗ tới 50 tỷ đồng đành phải ngừng bay.
Hãng Jetstar Pacific Airlines (JPA) càng bay nhiều càng lỗ, bình quân mỗi tháng lỗ 2 triệu USD là phù hợp tuyến tính so với tỷ lệ "lỗ ròng" 15% đó và đang đối mặt với nguy cơ phá sản. Hãng HK Vietjet (VJA) được cấp phép từ nhiều năm nhưng không dám bay vì sợ thua lỗ như ICA và JPA.
HK quốc gia VNA được cho là "có lãi" do lấy được đường bay quốc tế đường dài có hiệu quả cao hơn để bù lại cho các đường bay nội địa. Với đường bay nội địa để không bị lỗ, VNA phải móc từ túi tiền của hành khách với giá vé lúc nào cũng cao ngất, cao hơn nhiều so với giá vé các hãng ICA, JPA...
Tất nhiên thiệt hại nặng nề đó thuộc về các công chức và các doanh nghiệp Nhà nước thường xuyên sử dụng dịch vụ VNA và "trăm dâu đổ đầu tằm"- ngân sách Nhà nước phải gánh.
Bay vòng và tư duy "gà què..."
Tại cuộc họp "Đường bay Vàng" ngày 9/7/2009, Cục phó Lại Xuân Thanh đã phát biểu: "Bay qua bầu trời Lào và Campuchia sẽ không đảm bảo an ninh... Các đường bay nội địa ở VN phải được duy trì trong lãnh thổ để thực hiện quyền kiểm soát điều hành".
Tư duy "bay trong vườn nhà" đang thực sự trở thành vòng kim cô trói chặt các hãng HK nước ta trong vòng luẩn quẩn gây lãng phí và thua lỗ. Bởi đường bay thẳng xuyên qua 3 nước Việt Nam- Lào- Campuchia từ Đà Nẵng đến Stungcheng (CPC) đã thực hiện từ những thập kỷ 80 của thế kỷ trước đều an toàn tuyệt đối, nay lại có thêm đường bay Hà Nội- Pakse (Lào) thường xuyên hoạt động.
Với đường bay lòng vòng trong lãnh thổ, Nhà nước hoàn toàn thất thu thuế tài nguyên, còn các hãng HK phải chịu thua lỗ do lãng phí tới 25% chi phí sản xuất.
Cơ chế "trói" này góp phần gây thất thoát mỗi năm trên 30 triệu USD tiền thuế tài nguyên không gian, kèm theo đó là hơn 70 triệu USD do lãng phí về nhiên liệu, tiền thuê máy bay và phi công, khiến các hãng HK đi đến thua lỗ và có nguy cơ phá sản như Indochina Alines (ICA), Jetstar Pacific Airlines (JPA), lỗ và nợ tới gần 200 triệu USD, có nguy cơ phải ngừng bay.
Tư duy "bay trong vườn nhà" đang thực sự trở thành vòng kim cô trói chặt các hãng HK nước ta trong vòng luẩn quẩn gây lãng phí và thua lỗ. Còn 12 triệu "thượng đế"/ năm, mỗi chuyến bay, bay bình quân mất mất ¼ thời gian và mất ¼ giá trị tấm vé do bay lòng vòng. Hãng HK JPA có 70% vốn điều lệ Nhà nước mà chỉ có duy nhất có 1 phi công VN nhưng lại là lái phụ. Hãng HK quốc gia VNA muốn sắm thêm máy bay cũng phải đi vay nợ nước ngoài nhờ Chính phủ bảo lãnh.
VN đã có Luật HK VN, Luật Doanh nghiệp, Luật Đầu tư... và Chính phủ VN đã ký hiệp định tham gia "Bầu trời mở rộng" để tiết kiệm nhiên liệu, thời gian và khai thác tài nguyên không gian hợp lý làm giàu cho mỗi nước. Vậy mà Cục HKVN hiện nay đang trói chặt các doanh nghiệp là các hãng HK trong tư duy "gà què"...
Bởi thế cho nên một nước gần 90 triệu dân, có cơ sở hạ tầng tốt nhất ASEAN với 50 sân bay, trong đó có 9 sân bay quốc tế hiện đại, mà chỉ đạt khoảng 12 triệu hành khách/năm, thua xa Singapore, nước có dân số chỉ 3 triệu dân và duy nhất chỉ có 1 sân bay. Chất lượng phục vụ của các hãng HKVN thì thua xa cả HK Lào, đó là một điều đáng hổ thẹn.
Sự thua lỗ và tụt hậu này có phần trách nhiệm từ cơ quan quản lý Nhà nước, đó là Cục HKVN.
Nhớ lại đêm trước của thời kỳ Đổi mới (1986) Giám đốc Hoàng Việt- nhân vật chính trong vở kịch nổi tiếng "Tôi và chúng ta" đã nói một câu đáng suy nghĩ: "Cứ trói chúng tôi lại rồi ném xuống sông thì làm sao bơi được..."". Câu nói này cũng phản ảnh đúng việc làm cửa quyền, quan liêu, bao cấp theo cơ chế "xin- cho", tồn tại thịnh hành ngay trong Cục HKVN hiện nay.
Hoạt động HK là cực kỳ quan trọng phản ảnh vị thế về chính trị, tiềm năng kinh tế, sức mạnh quốc phòng- an ninh, phản ảnh trình độ văn minh của một quốc gia. Đã đến lúc cần phải có một sự đổi mới đột phá ngay trong ngành HKVN, để đoạn tuyệt với cơ chế cửa quyền và quan liêu bao cấp, để HKVN thực sự đổi mới và hội nhập, xứng tầm với một quốc gia có vị trí và tầm quan trọng trong khu vực và trên trường quốc tế.

Nhận định này được Kinh tế trưởng của WB Việt Nam, ông Deepak Mishra đưa ra hôm qua, tại buổi họp báo trước thềm Hội nghị Nhóm tư vấn các nhà tài trợ (CG) giữa kỳ, sẽ diễn ra tại Hà Tĩnh vào cuối tuần sau.

Theo ông Mishra, CPI tháng 6 của Việt Nam có thể cao hơn khoảng 22% so với cùng kỳ (sau 5 tháng, con số này là 19,78%). Tuy nhiên, đến cuối năm, lạm phát có thể giảm về khoảng 15% nếu các biện pháp tại Nghị quyết 11 được triển khai triệt để, tích cực.

Chuyên gia WB dự báo tăng trưởng của năm 2011 nhiều khả năng không đạt mục tiêu 7-7,5% mà Chính phủ đề ra do tác động của lạm phát và sự phục hồi chậm chạp của kinh tế toàn cầu (tăng trưởng toàn cầu khoảng 3,3%, khu vực Đông Á là 8,2%). Mức tăng trưởng 7,5% của Việt Nam sẽ trở lại sau năm 2012 khi các nền tảng kinh tế vĩ mô trở nên ổn định hơn.
Theo đại diện của Ngân hàng thế giới, vấn đề mang tính dài hạn hơn đối với Việt Nam là cần tiếp tục cải cách khu vực doanh nghiệp Nhà nước, quản lý chặt chẽ vấn đề nợ công và đẩy mạnh cổ phần hóa, nâng cao hiệu quả quản lý, chống tham nhũng ở khu vực này. Đầu tư công, hiện chiếm đến 44% GDP cũng cần được cắt giảm mạnh và quản lý hiệu quả.
Cũng theo nhận định của WB, thâm hụt tài khoản vãng lai của Việt Nam có xu hướng tăng trong năm 2011, nhưng không đáng lo ngại. Tổ chức này cũng cho rằng Chính phủ cần nỗ lực để đảm bảo mức dự trữ ngoại hối tối thiểu tương đương 2,5 tháng nhập khẩu. Đây mức không khó để đạt được tại Việt Nam, theo đánh giá của WB, bởi lượng ngoại tệ trong dân, trên thực tế, vẫn còn rất dồi dào.

Đợt bầu cử Quốc hội khóa XIII ngày 22/5 có sự tham gia của hơn 100 ứng cử viên là những doanh nhân thành công trên thương trường. Trong số đó có hai chị em nhà họ Đặng nổi tiếng, ông Đặng Thành Tâm chủ tịch Hội đồng quản trị Tập đoàn Đầu tư Sài Gòn (SGI) và chị gái là bà Đặng Thị Hoàng Yến, Chủ tịch Hội đồng quản trị Công ty Cổ phần Đầu tư và Công nghiệp Tân Tạo (ITA)
Theo kết quả bầu cử được công bố, bà Đặng Hoàng Yến trúng cử đại biểu Quốc hội đạt tỷ lệ 62,36% số phiếu hợp lệ tại đơn vị bầu cử số 1 tỉnh Long An.
Ông Đặng Thành Tâm trúng cử với tỷ lệ 57,82% thuộc đơn vị bầu cử số 6 của Thành phố Hồ Chí Minh.
Hai chị em ông Đặng Thành Tâm và bà Đặng Thị Hoàng Yến hiện là những doanh nhân nhiều năm liền nằm trong danh sách những người giàu nhất trên TTCK Việt Nam.

Trong buổi tiếp xúc với cử tri quận Bình Thạnh (TPHCM) ngày 9/5, ứng viên đại biểu Quốc hội khóa XIII Ông Đặng Thành Tâm cho biết: “Chương trình trọng điểm của tôi là góp phần tạo công ăn việc làm cho người dân, tham gia và đóng góp vào các chương trình an sinh xã hội, xóa đói giảm nghèo, cấp thẻ bảo hiểm y tế, xây dựng học bổng cho học sinh nghèo, xây dựng nhà tình nghĩa - tình thương…”.

Cuối năm 2010, tại SBS, các khoản đầu tư tài chính ngắn hạn là trên 7.000 tỷ đồng, trong đó giá trị các hợp đồng hợp tác, ủy thác đầu tư chiếm gần 6.000 tỷ đồng. Điều này xuất phát từ sự hạn chế của các chuẩn mực kế toán Việt Nam, có nhiều khoản mục chưa có tên gọi hay quy định cụ thể nên SBS bút toán vào cùng một khoản mục là đầu tư tài chính ngắn hạn. Ông Nam từ chối tiết lộ con số cụ thể, nhưng cho biết, số thực thấp hơn nhiều lần, định kỳ hàng tháng SBS vẫn báo cáo lên UBCK.
Về hoạt động của SBS, theo ông Nam, giai đoạn khó khăn nhất của Công ty đã ở phía sau. Cách đây 2 tháng, SBS đã thực hiện tái cơ cấu hoạt động với việc đóng cửa hai chi nhánh và giảm gần 100 nhân sự. Để thực hiện quá trình này, SBS đã thành lập nhóm lãnh đạo gồm 8 thành viên. Vừa qua, để thể hiện trách nhiệm cũng như cam kết gắn bó lâu dài, 8 thành viên đã đăng ký mua vào cổ phiếu SBS. Ông Nam chia sẻ, về mặt định hướng từ năm 2011, thay vì phát triển nhanh, SBS sẽ chuyển sang kinh doanh chắc chắn và tăng cường hoạt động quản trị rủi ro. Hướng đi này Công ty khó có lợi nhuận đột biến, nhưng sự thận trọng như vậy là cần thiết với diễn biến không thuận lợi của TTCK. Trong năm 2011, có thể thứ hạng thị phần môi giới của SBS sẽ có sự thay đổi lớn, nhưng vẫn duy trì vị trí trong "topten". Hoạt động của SBS không chỉ bó gọn trong phạm vi lãnh thổ Việt Nam, mà vươn ra Lào và Campuchia.
Trên thị trường cũng xuất hiện nhiều tin đồn về cá nhân ông Nam (như tự tử, ngất ngay tại bàn làm việc khi phát hiện ra các chênh lệch trên sổ sách kế toán, sắp rời khỏi cương vị lãnh đạo SBS…). Về điều này, ông Nam phủ nhận và cho rằng, đây chỉ là các tin đồn ác ý không rõ mục đích. Ông Nam cho hay, các tin đồn không chỉ nhằm vào cá nhân ông, mà với cả lãnh đạo Tập đoàn. Với thông tin sẽ rời khỏi cương vị lãnh đạo SBS từ ngày 1/7 tới, ông Nam không trả lời trực tiếp, mà chỉ nói ngắn gọn: "Hãy chờ đến ngày 1/7".
Liên quan đến SBS, gần đây xuất hiện một số đơn thư nặc danh được ký tên tập thể cán bộ CTCK Sacombank gửi đi các nơi. Nội dung đơn thư tố cáo một số thành viên cao cấp của Tập đoàn có các gian lận về tài chính và thao túng giá chứng khoán. Ông Nam khẳng định, một số thông tin liên quan đến SBS trong thư nặc danh tố cáo là không đúng. Phần còn lại, các thông tin được ông Nam đánh giá là khá mơ hồ, nên không thể bình luận. Nhưng ông Nam cho hay, Tập đoàn Tài chính Sacombank đã chủ động có các văn bản giải trình gửi các cơ quan chức năng.

Thủ tướng Chính phủ đánh giá tình hình phát triển KTXH 5 tháng đầu năm đã có những kết quả tích cực.

Chính phủ họp phiên thường kỳ tháng 5 trong 2 ngày 1-2/6 trong bối cảnh 5 tháng đầu năm, công tác chỉ đạo điều hành và đặc biệt việc thực hiện Nghị quyết 11/NQ-CP đạt được những kết quả bước đầu tích cực nhưng cũng còn nhiều khó khăn, không thể chủ quan, xem thường.
Những kết quả tích cực
Trong bối cảnh chung kinh tế thế giới tiếp tục khó khăn, có dấu hiệu tăng trưởng chậm lại, nhiều quốc gia lạm phát cao, an ninh năng lượng, an ninh lương thực bị đe dọa, tình hình an ninh chính trị thế giới diễn biến phức tạp, Thủ tướng Chính phủ đánh giá tình hình phát triển KTXH 5 tháng đầu năm đã có những kết quả tích cực.
Những kết quả đó có thể thấy rõ trong bài toán ổn định kinh tế vĩ mô, với việc kiểm soát chặt chẽ tiền tệ, tăng trưởng tín dụng, quản lý được thị trường ngoại tệ, vàng, thực hiện chính sách tài khóa thắt chặt, giảm đầu tư công, khắc phục tình trạng đầu tư dàn trải, kém hiệu quả, giữ ổn định tỷ giá, tăng dự trữ ngoại tệ, đảm bảo tốt hơn cán cân thanh toán, cắt giảm đầu tư công mạnh mẽ, góp phần ổn định vĩ mô.
Bội chi NSNN được đảm bảo dưới 5% (nếu tính con số tuyệt đối mới ở mức 19% kế hoạch năm), CPI đang có chiều hướng giảm mạnh đà tăng, nhiều mặt hàng đang giảm giá; kim ngạch xuất khẩu tăng ấn tượng tới 32,8% với lượng hàng hóa XK tăng lên đáng kể (hơn 22%). Công tác an sinh xã hội tiếp tục được đảm bảo, các chính sách mục tiêu, hỗ trợ lương thực cho người dân các vùng khó khăn được đẩy mạnh. Công tác quốc phòng, an ninh, đối ngoại, phòng chống tham nhũng tiếp tục có những kết quả tích cực.
Tuy nhiên, người đứng đầu Chính phủ cũng lưu ý hàng loạt vấn đề nổi lên, đang là thách thức to lớn trong công tác quản lý, điều hành phát triển kinh tế - xã hội thời gian tới.
Đó là chỉ số lạm phát có chiều hướng giảm nhưng vẫn còn cao; nhập siêu còn lớn, làm sao tiếp tục đẩy mạnh thu hút đầu tư nước ngoài, đảm bảo đời sống người nghèo, thu nhập thấp, lao động phổ thông và các khu vực khó khăn.
Bài toán bao trùm lên tất cả là vừa phải mạnh mẽ cắt giảm đầu tư, bình ổn thị trường, kiểm soát tăng trưởng tín dụng, vừa đảm bảo tốc độ tăng trưởng, ổn định các cán cân vĩ mô, bảo đảm an sinh xã hội.
Mục tiêu tăng trưởng 6%, kiềm chế CPI ở mức 15 %
Trong bối cảnh thuận lợi và khó khăn, thách thức đan xen, Chính phủ tán thành với Hội đồng tài chính tiền tệ quốc gia về mục tiêu phát triển KTXH của năm 2011, trong đó phấn đấu đạt mức tăng trưởng 6%, kiềm chế tăng chỉ số CPI ở mức khoảng 15%, giảm bội chi NSNN dưới 5%, nhập siêu không quá 16% kim ngạch XK, tiết kiệm chi 10%.
Thủ tướng Nguyễn Tấn Dũng nêu rõ, đây là nhiệm vụ rất khó khăn, nhưng cần “bám chặt”, coi đây là mục tiêu bao trùm để tập trung chỉ đạo, điều hành từ nay đến cuối năm.
Thủ tướng quán triệt các Bộ, ngành và địa phương tập trung vào 8 nhóm giải pháp ưu tiên.
Thứ nhất, điều hành chính sách tiền tệ linh hoạt, ưu tiên cho sản xuất. Chú ý kiểm soát nợ xấu ngân hàng, nhất là nợ xấu liên quan tới bất động sản. Điều hành lãi suất theo mục tiêu kiềm chế CPI dưới 15%. Tiếp tục kiểm soát chặt và quản lý được tỷ giá ngoại tệ và vàng. Ngân hàng Nhà nước Việt Nam tiếp tục điều hành chính sách tiền tệ với mục tiêu bảo đảm tốc độ tăng trưởng tín dụng năm 2011 dưới 20%, tăng tổng phương tiện thanh toán khoảng 15-16%.
Thứ hai, kiểm soát chặt chẽ giá cả, không để thiếu hàng, ngăn chặn đầu cơ. Đặc biệt giá các mặt hàng thiết yếu, sản phẩm đầu vào của nền kinh tế điều hành theo nguyên tắc thị trường, điều chỉnh phù hợp với từng thời điểm, giai đoạn theo đúng mục tiêu kiềm chế lạm phát, đảm bảo an sinh xã hội.
Thứ ba, điều hành các chính sách thu, chi NSNN theo hướng giảm bội chi, tiết kiệm chi thường xuyên, bên cạnh đó đảm bảo thực hiện an sinh xã hội.
Thứ tư, thực hiện kiểm soát, hạn chế nhập siêu, có các chính sách hạn chế nhập khẩu các mặt hàng xa xỉ.
Thứ năm, tiếp tục cắt giảm, điều chuyển vốn đầu tư công, tập trung vốn cho các dự án, công trình cấp bách, thiết yếu, trên cơ sở xem xét, giải quyết từng dự án cụ thể, ưu tiên dự án phục vụ sản xuất, an sinh xã hội, phòng chống thiên tai, quốc phòng an ninh. Tiếp tục tháo gỡ thủ tục, tạo môi trường thu hút đầu tư nước ngoài.
Thứ sáu, quan tâm công tác an sinh xã hội, hỗ trợ tạo công ăn việc làm, xem xét tiếp tục cải cách tiền lương, các chính sách hỗ trợ cho các đối tượng người nghèo, gia đình chính sách, sinh viên.
Thứ bảy, tăng cường công tác an ninh trật tự, an toàn xã hội, an ninh quốc phòng.
Thứ tám, làm tốt công tác thông tin tuyên truyền, tạo sự đồng thuận ở mọi cấp, mọi ngành nỗ lực vượt khó khăn, đạt mục tiêu đã đề ra, thông tin đầy đủ những vấn đề xã hội, dư luận quan tâm.

Lên mạng nếu đánh chữ “cho vay vốn” sẽ tìm được rất nhiều quảng cáo có sức hấp dẫn cho những người đang khát vốn như: “Không cần thế chấp tài sản, không cần bão lãnh, không cần công chứng giấy tờ, thủ tục nhanh chỉ trong một hoặc hai ngày, chỉ cần gọi điện người cho vay sẽ đến tận nơi...”.
Số tiền chào cho vay từ 10 triệu cho đến 50 tỉ đồng. Lãi suất phụ thuộc vào độ phức tạp và số tiền vay của hồ sơ, thời gian vay. Với mức tiền vay dưới 1 tỉ mà vay nóng trong khoảng 1 – 3 ngày thì lãi suất cực cao. Thậm chí phải trả đến 10.000 – 15.000 đồng cho 1 triệu đồng tiền vay. Với những món vay chục tỉ đồng trở lên thì lãi suất 40 – 50%/năm.
Gần như chẳng ai vay tiêu dùng đơn thuần (mua sắm) với mức lãi suất cao khủng khiếp như vậy. Trả nợ gấp; chi tiêu khẩn cấp; đáo hạn vay ngân hàng... là những lý do khiến nhiều người phải đi vay nóng. Sở dĩ người vay chịu được mức lãi suất cao như vậy vì đa phần chỉ vay gấp từ 3 – 10 ngày, dài lắm là một tháng. Địa chỉ đến vay là các tiệm cầm đồ, công ty tư vấn, công ty thương mại dịch vụ, cá nhân... Đối với những tổ chức/cá nhân cần vay những khoản tiền lớn hàng trăm triệu đồng trở lên thì thường có mối riêng (quen biết từ lâu) hoặc thông qua giới thiệu của các môi giới đến các ông/bà chủ cho vay nặng lãi. Hiện nhiều doanh nghiệp có vốn cũng tham gia cho vay nóng. Lãi suất vay giữa doanh nghiệp với doanh nghiệp nếu hàng chục tỉ đồng cũng phải trên/dưới 40%/năm (gần gấp đôi lãi suất vay ngân hàng). Một phụ nữ cho vay nói bà ta không phải là người chuyên nghiệp, nhưng thấy lãi suất cao quá nên rủ bạn bè có vốn nhàn rỗi chung nhau đi cho vay.
Phần lớn quảng cáo cho vay không chính thức đều úp mở đến mối quan hệ với ngân hàng dưới các từ ngữ: “hỗ trợ/dịch vụ/giúp vay vốn ngân hàng; vay thế chấp sổ đỏ với lãi suất thấp, cho vay đáo hạn vay ngân hàng...” Có quảng cáo đề rõ “công ty chúng tôi có mối quan hệ tốt với trên 20 ngân hàng trong nội thành Hà Nội”.
Điều đáng chú ý là hiện nay trên mạng rất nhiều những người tự xưng là nhân viên tín dụng, nhân viên tài chính, nhân viên chăm sóc khách hàng, nhân viên phòng tín dụng khách hàng cá nhân của các định chế tài chính (khi gọi điện được biết họ là nhân viên của các công ty tài chính độc lập hoặc của các ngân hàng). Hiện tượng này từ trước đến nay vẫn làm dấy lên nghi ngờ có sự liên thông/móc ngoặc nào đó giữa ngân hàng (theo tư cách tổ chức) hoặc một nhóm nhân viên của ngân hàng với các tổ chức/cá nhân cho vay chợ đen.
Cũng đang có thông tin cho rằng do bị hạn chế mức tăng trưởng dư nợ, đặc biệt là trước yêu cầu giảm tỷ lệ cho vay phi sản xuất nên một số ngân hàng tìm cách cho vay thông qua các công ty tài chính của chính họ. Không loại trừ khả năng các công ty này cho phép nhân viên của mình quảng cáo cho vay với tư cách cá nhân, khi đã thẩm định chắc chắn thì mới làm hồ sơ đứng tên công ty.
Theo luật Dân sự 2005 thì có thể hiểu việc các tổ chức/cá nhân cho vay lẫn nhau là quan hệ dân sự trong vay mượn tài sản (tài sản là tiền). Giá (ở đây là lãi suất) do các bên thỏa thuận hoặc do người thứ ba xác định theo yêu cầu của các bên. Như vậy, đến nay việc cho vay tiền (không qua trung gian tài chính được cấp phép) vẫn được pháp luật thừa nhận.
Theo điều 476 của luật Dân sự thì các mức lãi suất cho vay hiện nay trên thị trường tín dụng chợ đen phải bị coi là hành vi cho vay nặng lãi “lãi suất vay do các bên thỏa thuận nhưng không được vượt quá 150% của lãi suất cơ bản do ngân hàng Nhà nước công bố”. Nếu áp dụng điều 128 và 135 luật Dân sự thì hợp đồng vay/mượn tiền trong trường hợp vay chợ đen như hiện nay sẽ vô hiệu một phần (phần lãi suất). Đó là chưa kể những hậu quả khi quan hệ vay/mượn không thực hiện đúng cam kết.

Theo lộ trình, trong tháng này Ngân hàng Nhà nước sẽ hoàn thiện dự thảo khung pháp lý về quản lý hoạt động kinh doanh vàng, trình Thủ tướng Chính phủ xem xét.

Đây là tháng trọng điểm của Ngân hàng Nhà nước trong kế hoạch xây dựng, ban hành các chính sách điều hành.
Theo lộ trình, trong tháng này Ngân hàng Nhà nước sẽ hoàn thiện dự thảo khung pháp lý về quản lý hoạt động kinh doanh vàng, trình Thủ tướng Chính phủ xem xét. Một điều chỉnh nữa đang được chờ đợi là việc thu hẹp trạng thái ngoại tệ của các ngân hàng thương mại, cũng theo chỉ đạo của Thủ tướng Chính phủ.
Và chỉ trong ngày đầu tiên của tháng 6, Ngân hàng Nhà nước đã dồn dập ban hành loạt văn bản quan trọng, mang tính đồng bộ nhằm điều tiết thị trường.
Trước hết, việc kết hối đối với các tập đoàn, tổng công ty nhà nước đã chính thức được quy định bằng Thông tư số 13/2011/TT-NHNN. Tỷ lệ dự trữ bắt buộc bằng ngoại tệ đối với các tổ chức tín dụng tiếp tục tăng thêm 1%. Lãi suất huy động vốn tối đa bằng USD của tổ chức bị rút xuống còn 0,5%/năm, của các cá nhân xuống còn 2%/năm.
Phía sau loạt quyết định trên, tỷ giá USD/VND và lãi suất trên thị trường sẽ có những diễn biến mới.
Ngày 2/6, hai điều chỉnh về tỷ lệ dự trữ bắt buộc và trần lãi suất huy động USD có hiệu lực, nhưng phản ứng của thị trường chưa rõ nét. Giá USD bán ra của các ngân hàng thương mại phổ biến ở mức 20.600 VND; cá biệt tại Ngân hàng Á châu (ACB) giá bán ra cuối ngày đã xuyên thủng “đáy” kể từ đầu năm (20.590 VND của ngày 28/4), còn 20.580 VND.
Còn ngày 3/6, thông tin cập nhật đầu giờ sáng là tỷ giá bình quân liên ngân hàng tiếp tục giảm xuống còn 20.633 VND - mức thấp nhất kể từ ngày 11/2/2011 (ngày thu hẹp biên độ từ +/-3% xuống +/-1%và tăng tỷ giá thêm 9,3%).
Trong khi đó, dù thời điểm có hiệu lực là 2/6/2011, nhưng đến hết ngày biểu lãi suất huy động USD trên website của hầu hết các ngân hàng thương mại vẫn không thay đổi (vẫn 3%/năm đối với cá nhân, 1%/năm đối với tổ chức). Sự lệch nhịp này có lẽ do độ trễ của văn bản từ Ngân hàng Nhà nước tới các thành viên.
Về những điều chỉnh nối tiếp của Ngân hàng Nhà nước, đặc biệt là sự phối hợp giữa kết hối và hình thức “tự xử” đối với tiền gửi USD, nguồn cung ngoại tệ thương mại trong thời gian tới dự báo sẽ tiếp tục thuận lợi. Một tham khảo là, chỉ riêng kênh kết hối, vào cuối tháng 3/2011, số dư ngoại tệ của 78 tổ chức, tập đoàn, tổng công ty gửi ở các ngân hàng là khoảng 1,6 tỷ USD.
Với tiền gửi USD của dân cư, lãi suất bị rút xuống còn 2%/năm sẽ tiếp tục thúc đẩy những tính toán chuyển đổi. Trước đó, xu hướng chuyển đổi cũng đã thể hiện khi tiền gửi ngoại tệ của dân cư đến ngày 23/5 so với tháng trước đã giảm 2,89%.
Dòng vốn chuyển đổi, thêm cung USD, tỷ giá có thể tiếp tục hạ nhiệt. Ở đây, thị trường lại chờ đợi phản ứng của Ngân hàng Nhà nước. Nếu tỷ giá giảm mạnh, bất lợi đầu tiên sẽ đến với các nhà xuất khẩu, trong khi nhập siêu đang trở nên căng thẳng.
Theo Bộ Kế hoạch và Đầu tư, nhập siêu tháng 5/2011 là 1,4 tỷ USD, bằng xấp xỉ 22,7% kim ngạch xuất khẩu và là tỷ lệ nhập siêu cao nhất trong 5 tháng đầu năm. Nhập siêu 5 tháng đầu năm 2011 ước xấp xỉ 6,6 tỷ USD, bằng xấp xỉ 19% kim ngạch xuất khẩu, cao hơn mục tiêu đề ra là dưới 16%. Và ước nhập siêu 6 tháng đầu năm 2011 khoảng 7,5 tỷ USD, bằng 18% kim ngạch xuất khẩu.
Để hạn chế bất lợi đó, nhiều khả năng Ngân hàng Nhà nước sẽ tiếp tục mua vào ngoại tệ để can thiệp, cũng như để tăng cường dự trữ ngoại hối. Đà giảm của tỷ giá nếu có sẽ nằm trong chủ ý và có sự điều tiết của nhà điều hành.
Mua vào ngoại tệ, Ngân hàng Nhà nước sẽ cung một nguồn VND tương ứng; hay từ sự chuyển đổi vốn nói trên của doanh nghiệp và dân cư. Việc còn lại là các ngân hàng thương mại làm sao để hút nguồn vốn này vào hệ thống. Và khi cung thuận lợi, lãi suất VND có thêm cơ sở để giảm, dù khó thể hiện ngay trong ngắn hạn. Mặt khác, khả năng này còn tùy thuộc vào diễn biến của lạm phát và các “van” điều tiết vốn của Ngân hàng Nhà nước trong thời gian tới.

Việc các CTCK được thành lập một cách ào ạt đã khiến cho “chiếc bánh” thị trường trở nên quá chật hẹp. Sự cạnh tranh trong ngành diễn ra ngày càng gay gắt. Tác dụng tích cực là làm cho thị trường phát triển mạnh nhưng nó cũng để lại hệ quả nặng nề khi sự cạnh tranh này có thể diễn ra một cách thái quá và thị trường bị biến dạng.
Để hiểu rõ hơn về các hoạt động của CTCK chúng ta xem xét cơ cấu doanh thu trong những năm vừa qua.Tự doanh chiếm tỷ lệ cao trong tổng doanh thu: số liệu thống kê của chúng tôi cho thấy trong chín khoản mục trên báo cáo kết quả hoạt động kinh doanh của các CTCK cho thấy doanh thu từ hoạt động tự doanh luôn chiếm một tỷ lệ rất cao. Cụ thể, liên tục từ năm 2008-2010, doanh thu tự doanh chiếm từ 35-42% trong tổng doanh thu.
Năm 2010, có 88 trên 94 công ty được thống kê có doanh thu từ hoạt động tự doanh với tổng giá trị đạt 5.164 tỉ đồng, chiếm 36,14% trong tổng doanh thu. Công ty dẫn đầu trong doanh thu tự doanh là SBS (1.131 tỉ đồng), SSI (710 tỉ đồng) và AGR (642 tỉ đồng). Đặc biệt số CTCK có doanh thu đến chủ yếu từ tự doanh như Chứng khoán Á-Âu (82,61%), Chứng khoán SBS (82,12%), Chứng khoán Bản Việt (70,11%). Các CTCK lớn đang niêm yết trên sàn như SSI, HPC, SHS cũng có doanh thu từ hoạt động tự doanh chiếm tỷ lệ khá lớn.
Hoạt động môi giới lại chiếm một tỷ lệ khá khiêm tốn: từ năm 2008 đến nay doanh thu từ hoạt động môi giới của các CTCK chỉ chiếm từ 12-22%, trong tổng doanh thu. Điều này cho thấy hoạt động môi giới không phải là hoạt động chính của các CTCK hiện nay. Theo báo cáo tài chính năm 2010, công ty có doanh thu từ hoạt động môi giới lớn nhất là Chứng khoán Thăng Long (TLS) 234 tỉ đồng chiếm 17,88%; SSI 176 tỉ đồng, chiếm 11,71%; Chứng khoán TPHCM (HCM) 151 tỉ đồng chiếm 32,08% trong tổng doanh thu.
Khoản mục doanh thu khác chiếm tỷ trọng cao nhất: trên bảng báo cáo thu nhập của các CTCK xuất hiện khoản mục “doanh thu khác” cũng chiếm một tỷ lệ khá lớn.
Năm 2010, khoản mục thu nhập khác chiếm tỷ lệ cao nhất với 38,66% và đạt 5.454 tỉ đồng, còn trong quí 1 với số liệu của 27 công ty thì tỷ trọng doanh thu khác lên tới gần 50%.
Cụ thể, theo số liệu tài chính năm 2010, một số CTCK có khoản mục “doanh thu khác” khá lớn như AGR (975 tỉ đồng), KLS (855 tỉ đồng), SSI (473 tỉ đồng).
Tỷ lệ doanh thu khác trong tổng doanh thu của các công ty này cũng chiếm một con số khá lớn. Ngoài ra, có tới 20 CTCK có doanh thu khác chiếm trên 60% tổng doanh thu.
Theo thuyết minh báo cáo tài chính của CTCK thì doanh thu khác chủ yếu là lãi tiền gửi và lãi từ các hợp đồng repo chứng khoán. Như vậy, việc doanh thu khác chiếm một tỷ trọng lớn còn cho thấy các CTCK hỗ trợ đòn bẩy tài chính khá mạnh cho nhà đầu tư.
Xét đến các nghiệp vụ khác như tư vấn đầu tư, và bảo lãnh phát hành thì doanh thu lại chỉ chiếm một tỷ lệ rất nhỏ. Năm 2010 chỉ có 23 CTCK có doanh thu từ hoạt động bảo lãnh và đại lý phát hành chứng khoán. Công ty có doanh thu lớn nhất từ hoạt động này là SBS nhưng cũng chỉ có 35 tỉ đồng.
Năm 2010, doanh thu từ tư vấn đạt khá cao nhưng tổng cộng chỉ đạt 712 tỉ đồng. Trong đó, công ty có doanh thu lớn nhất là FPTS (187 tỉ đồng) và SSI (108 tỉ đồng).
Rủi ro hoạt động của CTCK có nguy cơ tăng mạnh
Những phân tích trên cho thấy hoạt động kinh doanh của các CTCK đang tiềm ẩn nhiều rủi ro.
Hoạt động môi giới - chiếc bánh quá nhỏ: Với hơn 100 CTCK chia nhau chiếc bánh khá nhỏ của thị trường, doanh thu hoạt động môi giới của tất cả các công ty năm 2010 chỉ đạt 2.398 tỉ đồng, một mức rất nhỏ so với con số tổng vốn chủ sở hữu 34.538 tỉ đồng. Trong số 94 công ty được thống kê thì có tới 40 công ty doanh thu từ môi giới chưa đến 10 tỉ đồng.
Trong bối cảnh cạnh tranh gay gắt như hiện nay và sự tiến bộ của công nghệ cùng với giao dịch trực tuyến thì những công ty có tiềm lực yếu, công nghệ kém sẽ rất khó cạnh tranh trong lĩnh vực môi giới. Ngoài ra, xét trong bối cảnh của thị trường như hiện nay chắc chắn hoạt động môi giới sẽ còn tiếp tục khó khăn.
Hoạt động tự doanh không “dễ xơi: Năm 2008 có tới 70% (61/88) CTCK bị thua lỗ chủ yếu là do hoạt động tự doanh, con số này năm 2010 chỉ còn 26,59% (25/94) và vào quí 1-2011 lại có đến gần 50% công ty đang niêm yết bị thua lỗ. Việc các CTCK quá chú trọng vào hoạt động tự doanh trong khi năng lực còn hạn chế và thị trường chứng khoán không thuận lợi đã khiến cho nhiều công ty bị thua lỗ nặng nề.
Với bối cảnh thị trường hiện nay thì hoạt động tự doanh của các công ty vẫn chưa có gì sáng sủa. Để tồn tại và phát triển, nhiều công ty sẽ phải xây dựng các hoạt động tự doanh một cách chuyên nghiệp hơn.
Hoạt động hỗ trợ đòn bẩy tài chính cho nhà đầu tư tiềm ẩn rủi ro: Hoạt động hỗ trợ tài chính cho nhà đầu tư mang lại doanh thu khá lớn cho nhiều CTCK nhưng đang phải đối mặt với nhiều thách thức.
Theo thuyết minh báo cáo tài chính thì số tiền hỗ trợ đòn bẩy này chiếm tỷ lệ khá lớn trong khoản mục doanh thu khác. Thống kê của chúng tôi cho thấy tổng giá trị “khoản phải thu khác” của các CTCK năm 2010 là 21.806 tỉ đồng. Quí 1-2011 chỉ riêng 26 công ty niêm yết trên sàn, thì “khoản phải thu khác” cũng lên tới hơn 10.500 tỉ đồng. Đây là những con số khá lớn so với thanh khoản hiện nay của thị trường.
Sự cạnh tranh của thị trường và chiếc bánh bị thu hẹp đã buộc các CTCK thu hút khách hàng bằng cách cho sử dụng đòn bẩy tài chính cao. Hệ quả là nhiều công ty có thể phải “ôm” cổ phiếu khi khách hàng mất khả năng thanh toán và cổ phiếu giảm sâu.
Hiện nay, Ngân hàng Nhà nước buộc các ngân hàng thương mại giảm dư nợ cho vay phi sản xuất xuống còn 16% vào cuối năm nay, điều này cũng đồng nghĩa với tín dụng cho đầu tư chứng khoán bị co hẹp. Sự rủi ro của hoạt động này cũng tăng lên khi thị trường lao dốc cùng với thanh khoản thấp.
Tiềm năng từ các hoạt động khác chưa lớn: các hoạt động khác như tư vấn đầu tư, bảo lãnh phát hành chỉ chiếm một tỷ lệ rất nhỏ trong tổng doanh thu. Trong bối cảnh kinh tế hiện nay khó kỳ vọng có một sự chuyển biến tích cực từ hoạt động này.
Tái cấu trúc các CTCK - một xu hướng tất yếu
Viễn cảnh không tốt đẹp của các CTCK ngoài việc xuất phát từ sự lao dốc của thị trường thì một nguyên nhân khá quan trọng là chính từ sự cạnh tranh gay gắt của các công ty trong ngành. Do vậy, việc tái cấu trúc, sáp nhập để nâng cao năng lực, hiệu quả hoạt động hoặc một số công ty buộc phải phá sản là điều không thể tránh khỏi.
Hiện tượng này cũng từng xảy ra ở hầu hết các nền kinh tế mới nổi trong thời gian qua. Trung Quốc trước đây có số lượng CTCK lên đến 2.000, nhưng hiện nay chỉ còn 107 công ty. Thái Lan cũng từ 200 công ty giảm xuống còn khoảng 50; Đài Loan từ 278 xuống còn 48, ở nhiều quốc gia khác tình trạng cũng diễn ra tương tự. Đối với Việt Nam, quy mô thị trường chứng khoán nhỏ hơn hàng chục lần, thậm chí hàng trăm lần, mà số lượng CTCK lại còn nhiều hơn các nền kinh tế trên là một điều không bình thường.
Trong thời gian gần đây hoạt động M&A các CTCK diễn ra khá mạnh. Một số ngân hàng trong nước và các định chế tài chính nước ngoài đã mua lại một số CTCK. Xu thế này được xem là một chuyển biến tích cực trong ngành chứng khoán.
Một xu hướng cũng được nhiều người nhắc đến là các CTCK nhỏ sẽ sáp nhập với nhau để tăng sức mạnh nhưng cho đến nay xu hướng này vẫn chưa diễn ra. Thực tế, việc sáp nhập cũng khó diễn ra do không mang lại nhiều lợi ích cho các công ty và cũng không làm các CTCK mạnh lên bao nhiêu.
Như vậy, với cú sốc kinh tế hiện nay có thể buộc các CTCK phải tái cấu trúc lại hoạt động là điều khó tránh khỏi. Có thể một số CTCK nào đó tuyên bố phá sản hay giải tán cũng là điều tốt cho thị trường. Đây là một xu thế tất yếu và hiện nay có thể là một thời điểm thích hợp để xu thế diễn ra nhanh hơn.
